As hinted in the Season 2 finale, Season 3 confirmed that new U.S. President Richard Hagan (Ward Horton) is in the pocket of shady intelligence broker Jacob Monroe (Louis Herthum). It is subsequently revealed that it was actually the First Lady (Jennifer Morrison) who made a deal with Monroe when her husband’s campaign was floundering.
