Vermont Floods Show Limits of America’s Efforts to Adapt to Climate Change
The lack of a comprehensive national rainfall database and current flood maps makes it difficult to prepare for hurricanes intensified by climate change.
The flooding in Vermont this week, in which torrential rains wreaked havoc even miles from any river, highlights a particularly dangerous weather threat: catastrophic floods could increasingly occur anywhere, with little or no warning.
And the United States, experts warn, is completely unprepared for this threat.
The idea that wherever it can rain, it can flood is not new. But rising temperatures exacerbate the problem: they allow the air to hold more moisture, leading to sudden, heavier rains seemingly out of nowhere. And the implications of this change are enormous.
“It’s getting harder and harder to adjust to these changing conditions,” said Rachel Clitus, policy director for the climate and energy program at the Union of Concerned Scientists. “It’s everywhere, all the time.”
The federal government is already working to prepare American communities for severe flooding by funding better storm drains and pumps, building levees and levees, and raising roads and other basic infrastructure. In Vermont, the actual number of homes at risk of flooding is three times what federal flood maps show, according to the New York-based nonprofit research group First Street Foundation.
This so-called “hidden risk” is staggeringly high in other parts of the country as well. According to First Street in Utah, the number of objects at risk, adjusted for precipitation, is eight times greater than indicated on federal flood maps. In Pennsylvania, the risk is five and a half times greater; four times as many in Montana. Nationwide, about 16 million properties are at risk of flooding, compared to 7.5 million in federal flood zones.
The result is severe flooding in places that may seem unexpected, like Vermont. Last summer, downpours closed part of Yellowstone National Park, forcing visitors to evacuate. In March, natural disasters were declared in six counties of Nevada, the driest state in the country, due to heavy rains.
The Vermont flood highlights the need to invest more in flood modeling and planning, said Matthew Sanders, head of the state’s resilience efforts at the Pew Charitable Trusts. “You have to see how the water will flow,” he said. “We need to rethink what the most strategic interventions will be.”
All this water often brings tragedy to places that can least handle it.
Last year, heavy rains caused flash floods that inundated the eastern Kentucky valleys. The force of the water destroyed several houses, wrecked trucks and filled the remaining buildings with earth and rubble. More than 35 people died.
Communities throughout the Appalachians are familiar with flooding, when water overflows from streams that run through the area. But the ferocity of this flood has thrown lifelong families into disarray. “We went from bedridden to homeless in less than two hours,” said Gary Moore, whose home near Fleming Neon, Kentucky, was destroyed days after the flood.
Flooding, exacerbated by climate change, has also been exacerbated by the lingering effects of coal mining, as the industry that once supplied communities has declined, leaving bare hillsides and washed-out mountains in its wake. Tree loss has worsened the rate and volume of stormwater runoff.

In Summerville, Georgia, a city of about 4,400 people nestled in the mountain ranges in the northwestern part of the state, flash floods inundated homes and businesses in 2021 after flooding from the remnants of Tropical Storm Claudette. Much of Summerville lies outside of the 100-year-old floodplain, and the destruction and subsequent cleanup has overwhelmed the city.
The flooding has also been a source of frustration and grief in Horry County, South Carolina, a coastal region that includes the resort town of Myrtle Beach. April O’Leary, the resident who founded the Horry County Rising group, said in a 2021 hearing with federal emergency officials that nearly half of the flooded homes in the county were outside the designated flood zone.
